Britain and France Will Dispatch Forces to the Country in the event that a Peace Agreement is Agreed

The London and Paris have signed a memorandum of understanding concerning the positioning of troops in Ukraine should a peace deal be struck with Russia, the Prime Minister of Britain, Starmer, has declared.

Subsequent to discussions with Ukraine's allies in Paris, he noted that the allies would "establish military hubs in various parts of Ukraine and build protected installations for weapons and equipment" to deter any potential invasion.

The partner countries also put forward that the United States would assume leadership in overseeing a ceasefire.

Russia has repeatedly stated that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has as yet not responded on this recent declaration.

The Situation and Continuing Hostilities

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in early 2022, and Russia presently occupies about 20% of the country's land.

"This represents an essential component of our vow to stand with Ukraine for the duration," stated the UK Prime Minister.

Heads of state and top officials from the "Partner Group" participated in Tuesday's talks.

Addressing reporters at a joint press conference, the Prime Minister added: "It paves the way for the juridical structure under which British, French, and partner forces could operate on the ground in Ukraine, protecting Ukraine's skies and seas, and regenerating Ukraine's defense capabilities for the years ahead."

The British leader added that Britain would take part in any American-headed confirmation of a potential ceasefire.

Protection Pledges and Diplomatic Positions

Top US negotiator Steve Witkoff remarked that "long-term defense assurances and robust economic promises are vital to a permanent resolution" in Ukraine – alluding to a central requirement made by Ukraine.

He said the coalition had "substantially agreed on" their work on establishing such assurances "in order that the citizens of Ukraine know that when this conflict ends, it ends for good."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also participated in the talks.

At the same time, French President Emmanuel Macron declared that Ukraine's allies had made "considerable advances" at the meeting.

He noted that "comprehensive" security guarantees for Ukraine had been agreed in the instance of a prospective truce.

Ukrainian President Volodymyr Zelensky stated that a "significant step forward" had been made in Paris, but cautioned that he would only view efforts to be "sufficient" if they led to the cessation of the conflict.

Earlier, the Ukrainian leader said a peace deal was "90% ready". Agreeing on the remaining 10% would "determine the future of the agreement, the fate of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and security guarantees have been at the heart of ongoing disputes for negotiators.
  • The Russian President has often said that Ukraine's forces must retreat from all of Ukraine's eastern Donbas region or Russia will seize it, rejecting any middle ground over how to end the war.
  • Zelensky has so far excluded ceding any territory, but has floated the idea that Ukraine could move its troops to an agreed point – but only if Russia does the same.

Russian forces currently controls about 75% of the Donetsk oblast and some 99% of the bordering Luhansk region. The two regions form the heartland of the Donbas.

The initial US-led comprehensive framework that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being disproportionately favorable in Russia's favor.

This sparked weeks of focused discussions – with the involved parties trying to adjust the draft.

Last month, The Ukrainian government submitted the US an updated 20-point plan – as well as distinct documents describing potential defense assurances and plans for Ukraine's recovery, he said.
